And he was bowing and prostrating.
رَاكِعٌ — bowing. A doer-noun ('one bowing') working as the predicate of the verbless clause, describing the man's posture as an ongoing state. Arabic links it to the 'he' before it with no 'is', so the participle alone carries 'he was bowing'.
