وَمَنْ اَدَّعَى الْصَّبْرَ،
And whoever claimed to be patient,
اَدَّعَى — claimed. A past-tense verb carrying its 'he' subject inside, but within the conditional it reads timelessly, 'whoever claims'. Built on a reflexive pattern, it carries the sense of asserting something for oneself. As the condition's verb, it states the boast that the rest will test.
