بِحُجَّةِ الرَّاحَةِ،
using the excuse of comfort,
بِحُجَّةِ — using the excuse of. The bi- preposition here marks the means or pretext ('by way of'), taking the noun into the genitive. That noun heads a possessive chain, owning the word that follows, so it builds 'by the excuse of...', naming the cover under which the laxity is justified.
