وَالْأَعْجَمِيُّ — And the foreigner. The 'and' links this new clause to the previous one and keeps the parallel between Arab and foreigner, while the 'the' beneath it marks the noun as a known general type. The pairing sets up a deliberate contrast of two speakers reacting the same way.
