أَوْ بِالْإِشَارَاتِ وَالشَّطَحَاتِ،
Or by gestures and extravagant antics,
بِالْإِشَارَاتِ — by the gestures. This is the preposition bi- ('by means of') fused to a definite plural noun; bi- governs it in the genitive. The bi- marks the means, 'by the hints', naming cryptic gestures as another thing he might lean on. One word carries both the 'by' and the noun.
