أَمْهَرَ — more skilled. This is an elative ('more skilled'), the accusative predicate of the first 'to be' — 'the more skilled he is'. The elative pattern compares degrees, which is exactly what the 'whenever / the more' frame needs. Its accusative marks it as a 'kana' predicate.
