تَشِمْ — sneer. A present-shaped verb sitting in the clipped form the prohibitive 'do not' before it forces, aimed at 'you', so it reads 'do not gloat'. The 'do not' both bans the act and reshapes the verb's ending. It warns the listener off sneering at another's fall.
