Two deceivers of beginners with the gleam of the mirage,
بلامعِ — with the gleam. A 'bi-' prefix fronts the noun to mark the instrument of the deception, the gleam, and opens an 'of' pairing with the word that follows. So it sets up 'with the gleam of...', the prefix supplying the means by which the beginners are misled.
