أَوْ يُسَمِّيهَا نَسَقًا،
Or he calls it a system,
نَسَقًا — a system. An indefinite noun 'a system', the second object of 'calls it ___', so it takes the object-style ending with the indefinite two-stroke marking. It is the label given, the thing the unbroken sequence is named. The naming verb licenses this extra object.
