The counsel is concluded and accepted.
قُوبِلَتْ — it was accepted. This is a passive verb, 'it was collated, it was checked against the original', where the counsel receives the action rather than doing it. Arabic marks the passive by changing the verb's inner vowels, not with a helper like English 'was'. It is feminine to agree with 'the counsel', the unspoken subject carried inside it.
