إِلَى أَن انتهيا إِلَى الْغَار
Until they reached the cave.
انْتَهَيَا — they two reached. A past-tense reflexive-shape (form VIII) verb 'came to an end / arrived' with the dual '-a' ending carrying 'they two'. Again the dual: the ending says exactly two arrived.

The counsel is concluded and accepted.
انْتَهَتِ — it concluded. This is a past-tense verb, 'it came to an end', in feminine form because its subject 'the counsel' is grammatically feminine. The verb stands ahead of its stated subject, the normal order, and its feminine ending anticipates that feminine noun.
