وَبَدْءُ الْهَوَى طَمُوحُ الْعَيْنِ
And the beginning of desire is the eye's ambition.
طَمُوحُ — ambition. A noun naming a reaching or yearning, here the predicate: the beginning of desire IS this. It heads a possessive pairing with 'the eye', so it reads 'the reaching of...'. So it pins the source of passion to the eye's overreaching gaze, where desire first stirs.
