وَأَمَّا الْحُمْقُ فَإِنَّهُ غَرِيزَةٌ
As for folly, it is an instinct.
وَأُمًّا — and as for. This opens with an attached 'and' and a topic-setting particle meaning 'as for ...', a frame that lifts one subject out for comment and expects a matching resuming clause. So its job is to spotlight folly as the new topic. The 'and' simply links it to the run.
