وَأَحَقُّ الأَشْيَاءُ بِالضَّبْطِ وَالْقَهْرِ
And the things most deserving of restraint and coercion:
وَالْقَهْرِ — and coercion. The leading wa- ('and') adds a second object to 'most deserving', joining 'coercion' to 'restraint' as another thing these faculties call for. The noun carries 'the'. So the two together name the double discipline, restraint and coercion, the tongue and eye most need.
