وَأَحَقُّ الأَشْيَاءُ بِالضَّبْطِ وَالْقَهْرِ
And the things most deserving of restraint and coercion:
الأَشْيَاءُ — the things. A definite plural noun carrying 'the', formed by an internal-reshaping pattern. It is the subject of the line, the things being ranked, and pairs with the superlative before it to say these are the things 'most deserving' of being curbed. The next words name what they deserve.
