وَأَحَقُّ الأَشْيَاءُ بِالضَّبْطِ وَالْقَهْرِ
And the things most deserving of restraint and coercion:
بِالضَّبْطِ — of restraint. The prefix bi- ('of/with') is a preposition forcing the noun after it into the 'of...' ending, plus the 'the' of the noun. It links 'most deserving' to its object, telling you deserving OF what: restraint. So the small bi- carries the relationship of merit to its target.
