One declares the other an unbeliever, and this one considers that one misguided.
يُكَفِّرُ — declares an unbeliever. A Form II verb ('pronounce an unbeliever'), present, that takes an object. The doubled-middle pattern carries the 'declare-someone-to-be-X' force, so from 'unbeliever' it builds 'brand as an unbeliever'. Its subject and object come as the two demonstratives that follow.
