Do not treat your laziness as if it were destiny; treat it as a muscle to be trained.
قَدَرٌ — destiny. 'qadar' = 'fate, destiny'. No 'al-', so '(a) destiny'.

وَقَدَرِهِ — and determination. 'And' plus 'measuring-out / foreordainment' with '-hi' (His) attached, parallel genitive — and His decree's apportioning. His wisdom shown within decree and destiny.

وَبِالْقَدَرِ — and divine decree. Again the 'faith in' preposition is repeated — 'and in the decree'. The repetition marks divine destiny as a distinct article of the creed. The noun sits in the genitive that the 'bi-' forces.
