وَيَمْزَحُ مَعَ الصَّبِيَّانِ الْمِلَّاحِ ،
And he jokes with the handsome boys,
الْمِلَّاحِ — handsome. A definite adjective with al- ('the handsome / fair') trailing the noun it describes and meant to qualify the boys before it. Arabic adjectives follow their noun and normally copy its definiteness, which marks this as a description of those boys.
