فَإِنِّي أَرْجُو أَنْ يُؤْذَنَ لِي
I hope that I will be permitted.
أَرْجُو — I hope. A present-tense verb in the first person, 'I hope', with the 'I' inside its form. The present keeps the hoping live and ongoing; it governs the 'that ...' clause after it, presenting the permission as a thing wished for, not yet granted.
