فَلْيُعَاقِبْنَ بِنَقِيضِ قَصْدِهِ ،
So let them punish him with the opposite of his intention.
قَصْدِهِ — his intention. This noun ends in the attached '-hi' (his) and completes the possessive pairing begun by the previous word: 'the opposite of his aim'. The '-hi' points back to the offender under discussion, and as the owner it makes the whole pairing definite while sitting in the 'of...' (genitive) shape.
