So let them punish him with the opposite of his intention.
فَلْيُعَاقِبْنَ — so let them punish. The prefixed 'fa-' draws a consequence ('so then'), and the 'li-' after it is a command-particle that pushes the verb into a clipped command (jussive) shape, an indirect 'let them...'. The verb also ends in the doer-marker for a plural group, so it issues an order aimed at more than one agent.
