وَفَضْلُ مَالِهِ مَبْذُولٌ
And the virtue of his wealth is spent.
مَبْذُولٌ — is spent. A passive participle serving as predicate: it states the condition of being given-out or spent freely, the wealth's merit on the receiving end of the giving. Arabic conveys this passive 'is spent' through the participle's shape, with no 'is' word. It completes the verbless clause describing him.
