واتخذه سكنًا ومستقرًّا،
and made it a dwelling and a place of stability.
وَاتَّخَذَهُ — and made it. 'And' plus a past-tense verb 'took / made [it into]', with '-hu' (it) attached as the first object. This verb takes two objects — a 'made X into Y' frame — so a second noun is coming to name what it was made.
