وَالْأَنْعَامُ وَهِيَ مُعْجِبَةٌ لِلْمَالِكِ وَالنُّظَّارِ،
And the livestock, and they are causing admiration for the owner and the onlookers,
وَالنُّظَّارِ — and the onlookers. The connector wa- ('and') fused onto a noun carrying al- ('the'), coordinating it with 'the owner' as the second party charmed. Because the earlier li- governs both, this one too sits in the genitive — the wa- just links it in. It names the onlookers alongside the owner.
