فَرَفَعَ الْمَقَابِحَ وَشَرَعَ الْمَصَالِحَ
Then he removed the obstacles and established the public good.
الْمَصَالِحَ — the public good. A definite plural in the accusative as the object of 'established', the beneficial things put in place. Its ending marks it as acted upon, balancing the obstacles removed in the first half.
