How to say “say it” in Arabic, with pronunciation and an example from OpenArabic texts.
فَلَا يَسْتَطِيعُ أَنْ يَقُولَهَا
So he cannot say it.
يَقُولَهَا — he says it. A present verb 'he says' in the subjunctive shape (required by the particle before it), with a feminine object -ha attached. The cut-back ending marks it as the content of 'able to...', and the -ha points back to the phrase he is meant to utter, treated as a feminine 'it'. So one word holds the verb, its mood, and its object.
