وَمِنْهُمْ الْمَخْدُوشُ الْمُسَلَّمُ،
And among them is the scratched one and the one made secure,
الْمَخْدُوشُ — the scratched one. A passive participle ('the scratched one') used as a noun: the person who has had scratching done to them. With the al- it is definite, naming a type among the crossers. Arabic builds such 'the one X-ed' nouns directly off the verb.
