وَهَلْ يَتْرُكُ الصَّلَاةَ مُحْدَثًا إِلَّا وَهُوَ الرَّذَالَةُ الزَّبَّالَةُ ،
And who would abandon the prayer while ritually impure, except that he is base and filthy?
الرَّذَالَةُ — the base one. This noun carries 'al-' (the) and serves as what is being said about 'he', its predicate, so it takes the subject-style (nominative) ending that such describing nouns get. Because both subject and predicate are definite, the pairing reads as a flat equation: he equals the base one.
