فَيَسْتَجِرُّهُمْ حَتَّى يَرْكَبَ رَقَبَاتِهِمْ
So he drags them along until he rides on their necks.
رَقَبَاتِهِمْ — their necks. This is a sound feminine plural (formed by a regular plural ending) carrying an attached '-their' at its end. The '-their' points back to the people being dragged, marking whose necks. So one word names the plural object and tracks the owners.
