وَيُحَرِّمُونَ — and they forbid. A present-tense verb of the 'doubled' intensive pattern that turns a root into 'declare/make forbidden', opened by the attached 'and'. The intensive stem shape gives the active sense of pronouncing something off-limits, and the ending holds 'they'.
