and thinks that affairs occur randomly,
وَيَظُنُّ — and thinks. The connector 'and' fused to a present-tense verb, 'thinks / supposes', carrying its own 'he' subject. This verb of opinion opens a reported clause and the present shape keeps it a habitual mindset.
