وَلَا تَغْتَرَّ بِكَثْرَةِ الْهَالِكِينَ،
Do not be deceived by the great number of those who are perishing.
الْهَالِكِينَ — those who are perishing. An active participle ('those perishing') as a doer-noun, completing the 'of' pairing with 'abundance' before it and governed into the genitive by it. So the phrase reads 'the great number of those who are perishing'. It names the crowd whose sheer size should not be mistaken for being right.
