وعلم البواطن وما لمس ولا جس،
And knows the innermost thoughts without touching or feeling.
جَسَّ — he felt. A past-tense verb with 'He' built in, under the negation, so 'nor did He feel by hand'. Stacking this with the earlier denial stresses that His perception is wholly non-physical.
