فَيَتَسَاهَلُ — then treats lightly. The fa- prefix marks this as the result of the foregoing ('and so'), riding on a present-tense 'he' verb whose subject is left understood from context. The doubled-pattern verb carries a 'lets himself off easily' shade, and the fa- frames this slackness as the consequence of the procrastinating self-talk.
