وَنِسَاءً مُؤْمِنَاتٍ،
and believing women,
نِسَاءٌ — women. A plural noun, the second excepted group, carried along by the 'and' before it so it shares the object (accusative) role set up by the earlier exception particle. It heads the pairing the following adjective will complete, and grammatically it is a feminine plural, which dictates the shape of that adjective.
