فَإِبْعَثِي بِهِ إِلَى مَنْ أَحْبَبْتِ
Then send it to whomever you love.'
أَحْبَبْتِ — you loved. A past-tense verb, 'you loved', whose -ti ending marks a second-person feminine singular subject, agreeing with the woman being addressed by the command earlier. That feminine ending is the grammatical thread tying the verb to her. It completes the 'whoever' clause, telling you which person is meant: the one she loves.
