فَوَاللَّهِ إِنَّكَ لَتَصِلُ الْرَّحِمَ،
By Allah, you surely maintain the ties of kinship.
لَتَصِلُ — surely you maintain. A short 'surely' prefix is glued to the front of this present verb, doubling down on the emphasis already begun by the preceding particle; the verb carries its own 'you' subject. So the prefix's job is pure stress, 'you most certainly do maintain'.
