وَأَبْشِرُوا بِالْجَنَّةِ الَّتِي كُنتُمْ تُوَعَدُونَ
Give glad tidings of the Paradise that you were promised.
تُوَعَدُونَ — you were promised. This verb is in its passive shape: the addressees receive the promise rather than make it, something else promises it to them. Arabic marks the passive by changing the verb's inner vowels, not by adding a helper word, and together with the 'were' before it the sense is 'you were promised'.
