When he set out, he said to al-Abbas.
لِلْعَبَّاسِ — to the al-Abbas. Three things fused: the preposition li- ('to'), the article al- ('the'), and the name al-Abbas, so one word means 'to al-Abbas'. The li- marks the person spoken to and holds the name in the genitive; here it assigns the listener role to al-Abbas.
