وَهِمَمُهُمْ — and their ambitions. The wa- links this clause on with 'and', and the plural noun it carries holds -hum ('their') naming whose aspirations these are. It is the subject of a sentence that needs no 'is' word: it simply sits before a location phrase that serves as its predicate.
