وإن رجي إسلامه فوجهان
And if his conversion to Islam is anticipated, there are two opinions.
رُجِّيَ — is anticipated. A passive past verb, 'is hoped for' — the hoping done by unnamed others. This is the opposite case to the last: now his conversion CAN be expected, which opens a difference of opinion.
