his soul is at rest and his heart is assured.
وَاطْمَأَنَّ — and is assured. The connector 'and' fused to a past-tense verb, 'becomes assured', adding the second half of the calm. Its subject is named right after, and this verb takes no feminine mark because that subject, 'heart', is treated as masculine.
