وهو أشفق علينا من أنفسنا
And He is more compassionate toward us than we are to ourselves,
أَشْفَقُ — more compassionate. This is a comparative form, 'more compassionate', with 'more' folded into its pattern, and it is the comment on the pronoun 'he'. It heads a comparison completed later by 'than'; with no verb 'is' present, it simply stands beside the subject as its predicate.
