فَإِنَّهُ مِنْ تَمَامِ الرِّضَا بِاللَّهِ رَبًّا
Indeed, it is from the completeness of contentment with Allah as Lord.
تَمَامِ — completeness of. A noun 'completeness/perfection-of' that is the first half of an 'of' possessive pair and is held in the genitive by the partitive preposition before it. It stays incomplete until the owning noun arrives, since 'X of Y' is built by bare adjacency.
