وَمَنْ حَسُنَ عَقْلُهُ غَطَّى ذَلِكَ جَمِيعَ ذُنُوبِهِ
Whoever's judgment is sound, that covers all his sins.
غَطَّى — covers. A past-tense verb meaning to cover or veil, here figuratively 'covers over, blots out', carrying its subject from the demonstrative that follows. It governs the object 'all his sins'. Verb-first order means the doer comes after, supplied by 'that'.
