وَتَكْثُرُ نَوْبَاتُ الانْتِصَارِ وَتَقِلُّ
Moments of triumph come and go.
وَتَقِلُّ — and it decreases. The 'wa-' joins a second verb that mirrors the first but means the opposite: 'and they grow few'. Its subject is still the moments named earlier, so the pair of verbs frames triumph as something that waxes and wanes.
