وَالْقَضَاء نَوْعَانِ إِمَّا مصائب وَإِمَّا معائب
The decree is of two types: either calamities or faults.
مَعَائِبَ — faults. A broken plural, 'defects/faults'. Words of this plural shape are diptotes: they refuse the indefinite '-n' and show a plain '-a' even where another noun would take '-in', a special class worth recognizing. It is the second kind of decree.
