وَلَا يَتَبَرَّمُ مِنْ طَلَبِ الْحَوَائِجِ مِنْ قِبَلِهِ
And he does not become annoyed by the asking of needs from him.
قِبَلِهِ — from him. A noun meaning 'side/direction' in the genitive after its preposition, with a '-hi' (him) fused on as possessor, giving 'from his side'. The idiom as a whole means the requests are directed toward him. The suffix tracks back to the generous seeker being praised.
