وَصَارِمًا لَا يَنْبُو
And a keen blade that does not grow dull.
يَنْبُو — grow dull. A present-tense verb 'it grows blunt / glances off', with its 'it' subject (the blade) inside, negated to 'that never grows dull'. The clause qualifies the indefinite 'blade' before it. So the metaphor is a sword that keeps its edge.
